MINUTES <br />CITY COUNCIL <br />JUNE 28, 1995 <br />The City Administrator reported that by entering into <br />the agreement, the City is not obligated to participate <br />in the recycling program. The City's decision to <br />participate will be based on cost and convenience. <br />Fahey pointed out that entering into the agreement <br />gives the City the option to use the County's recycling <br />service. If the County's prices are not competitive, <br />the City will go elsewhere. <br />The Administrator pointed out that the County is <br />pursuing a grant to fund the purchase of recycling <br />equipment. Entering into this agreement gives the City <br />an alternative place to bring maintenance materials for <br />recycling, thus an opportunity to control costs. If <br />the City uses the County's services, costs will be <br />monitored to make sure the City is making use of the <br />most cost-effective service. <br />LaValle expressed concern with the user fee quoted in <br />the agreement at $1.50 per ton. LaValle was concerned <br />that there were additional costs above and beyond the <br />user fee. <br />The City Administrator reported that there is a <br />committee of the participating cities set up to review <br />this. If the cities do not believe they are getting <br />good service at a fair price, they will go elsewhere. <br />The Administrator reported that the fee is a user fee, <br />and should the City not use the service, there is no <br />cost to the City. <br />The City Attorney agreed. <br />It was noted that approval of the Consent Agenda must <br />be by unanimous vote. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-6-158 - REMOVING THE JOINT POWERS <br />AGREEMENT WITI-I RAMSEY COUNTY FOR RECYCLING OF <br />MAINTENANCE MATERIALS FROM THE CONSENT AGENDA <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Scalze, Pedersen, Fahey, LaValle, Morelan. <br />Nays (Oj.
