MINUTES <br />CITY COUNCIL <br />JUNE 28, 1995 <br />should consist of. <br />Marty reported that the League of Minnesota Cities put <br />together a list of local government mandates which was <br />submitted to the Legislature. Marty reported that he <br />and Representative Greiling welcome any comments or <br />suggestions on mandates. <br />Marty reported that overall the Legislative Session was <br />a disappointing one. Marty pointed out that the <br />Legislature cut nursing home funding, while it <br />considered spending money to buy-out professional <br />sports teams. Some progress was made toward welfare <br />reform which will move a few people from welfare to <br />jobs. There was consideration to cut funding of the <br />Board of Innovation and Cooperation. Marty felt that <br />this board served an important purpose sharing ideas <br />between local governments and encouraging cooperative <br />efforts which will save money. <br />Fahey pointed out that sound barriers have been <br />constructed in certain areas along Highway 280. Fahey <br />felt that the environmental issue for people living <br />along freeways must be recognized, and asked if there <br />was any funding available for sound barriers. Fahey <br />pointed out that 35E cuts the City in half. The City <br />is also impacted by Highway 36. Approximately 6 or 7 <br />years ago the City asked for sound barriers, and was <br />informed there were no dollars available. Fahey asked <br />if the City could get some legislation sponsored and <br />approved for sound barriers which would minimize the <br />impact the freeway system has on Little Canada <br />citizens. <br />Fahey also asked if there was funding available for a <br />pedestrian crossing over 35E. Fahey noted that the <br />City has an extensive trail system which could be <br />connected in such a fashion. <br />Marty replied that he would be happy to discuss these <br />issues with City staff. Marty stated that he is aware <br />that road funding is way down, and that MN DOT has been <br />cancelling projects. Therefore, the chance of funding <br />for a pedestrian crossing over 35E is slim. Marty also <br />reported that there is no new pot of money for sound <br />barriers, and with the exception of one or two cases, <br />no new barriers have been constructed. Marty stated <br />that he was willing, however, to see if there was any <br />potential for such a project in Little Canada. <br />Morelan asked what the focus of the next Session would <br />14 <br />
