MINUTES <br />CITY COUNCIL <br />JUNE 28, 1995 <br />be. <br />Marty replied that there will be a lot more talk about <br />property tax relief. However, he did not expect a lot <br />to happen on this issue. Marty stated that with the <br />Federal Government pushing more responsibility on <br />5tates, State Government will push more on <br />municipalities. Marty stated that in order to save <br />taxpayers money, government will need to be run as <br />efficiently as possible. Marty indicated that this is <br />one of the reasons he is supporting unicameral <br />government. Marty believes this form of government is <br />less expensive and more responsible to the people. <br />Scalze commented that she felt the LGA formula was <br />confusing. Scalze pointed out that Little Canada is <br />consistently high in property taxes, but low in Local <br />Government Aids. Scalze also pointed out that <br />surrounding cities receive massive amounts of LGA, and <br />have lower property taxes. Scalze felt it unfair that <br />Little Canada citizens are payinq the burden with high <br />property taxes and low tax relief. Scalze felt Little <br />Canada was treated unfairly in relation to Ramsey <br />County cities in general. <br />Marty reported that there is an even bigger disparity <br />between counties. Marty felt the LGA system was not a <br />good one, and should address needs and differences in <br />tax base. Marty pointed out that the system should not <br />respond to the squeaky wheel and should be more <br />equitable. <br />Morelan expressed concern with the cuts that were made <br />to the Teffra Program and reductions in personal care <br />assistant hours. Morelan felt that cuts to this <br />program result in parents with handicapped children not <br />being able to work, and having to leave their jobs to <br />take care of their children. <br />Marty replied that he voted against the Teffra and PCA <br />cuts because he felt cuts in these programs would <br />result in taxpayers having to pay more. Marty felt <br />the cuts will result in some children being <br />institutionalized rather than remaining in their homes. <br />Marty pointed out that the final bill cut $15 million <br />from human services, which was the same amount the <br />State was going to throw in to buy a sports team. <br />Marty thanked the Council for the opportunity to visit <br />with them this evening, and encouraged the Council and <br />staff to contact both Representative Greiling and <br />15 <br />
