MINUTES <br />CITY COUNCIL <br />J'ULY 12, 1995 <br />would reduce costs over the long-term. <br />Fletcher reported that for the past four years he <br />served as the commander of the City of St. Paul's <br />juvenile unit and believes that preventing kids from <br />getting into the cycle of delinquency was the answer. <br />Fletcher stated that relationships between children and <br />adults is the only thing that has proven to work. <br />Fletcher stated he would like to develop programs that <br />tie County employees and other volunteers to kids who <br />need role models. Fletcher quoted statistics which <br />show a dramatic increase in crimes committed by <br />juveniles. Fletcher felt the department needed to be <br />proactive in addressing this problem. <br />Morelan felt that will take a cooperative effort with <br />other agencies and adults. Morelan welcomed <br />suggestions for what the City could do, specifically in <br />the areas of park and recreation programs. <br />Scalze asked for additional information on the <br />neighborhood volunteer patrol program. <br />Fletcher reported that the program would consist of <br />neighborhood assistance officers serving as the eyes <br />and ears of the department. These officers would <br />patrol their own neighborhoods and parks and report any <br />suspicious activity or problems to the department. <br />Fletcher reported that this program will build a bridge <br />between neiqhborhoods and the Sheriff's Department. <br />Notices will be out in September soliciting volunteers. <br />Fahey thanked the Sheriff's Department for their <br />presentation. <br />CONSENT Council reviewed the consent agenda. LaValle asked <br />AGENDA if the City Administrator was comfortable awarding the <br />sealcoating bid, even though only one bid was received. <br />The Administrator reported that it is difficult to <br />obtain multiple bids for sealcoating work. He did not <br />feel the City would improve the situation by rebidding <br />the work. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-7-165 - APPROVING THE CONSENT AGENDA <br />WHICH CONTAINS THE FOLLOWING ITEMS: <br />*CALLING FOR A TOWN MEETING FOR TUESDAY, AUGUST 15, <br />
