MINUTES <br />CITY COUNCIL <br />JUT,Y 12 , 1995 <br />1995 AT 7 P.M. TO BE HELD AT CITY HALL FOR PURPOSE5 <br />OF DISCUSSING THE RICE STREET STUDYj <br />*ACCEPTING THE 1994 ANNUAL FINANCIAL REPORT/ <br />MANAGEMENT REPORT AND ADOPTING RECOMMENDATIONS <br />CONTAINED IN THOSE REPORTSj <br />*AWARDING THE SEAL COAT BID RECEIVED BY ALLIED <br />BLACKTOP BASED ON TIiE RECOMMENDATION OF THE PUBLIC <br />WORKS SUPERINTENDENT; <br />*APPROVING TI-IE VOUCHERS. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />The City Attorney reported that due to a question <br />raised at the last meeting, he researched the issue of <br />whether or not a unanimous vote was necessary to <br />approve the Consent Agenda and found there was no <br />authority requiring adoption by unanimous vote. The <br />Attorney also pointed out that should a Council Member <br />wish to discuss an item on the Consent Agenda, it can <br />be removed from that Agenda for discussion purposes. <br />This is consistent with past Council actions. <br />STREET The City Administrator presented the street assessment <br />ASSESSMENT policy for adoption. The Administrator pointed out <br />POLICY some wording changes proposed by Council Member Morelan <br />noting that these changes do not substantially alter <br />the document. Therefore, the Administrator recommended <br />adoption with these changes. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-7-166 - ADOPTING THE STREET <br />ASSESSMENT POLICY AS SUBMITTED BY THE CITY <br />ADMINISTRATOR WITH THE RECOMMENDED CHANGES AS PROPOSED <br />BY COUNCIL MEMBER MORELAN <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />ARCHITECT The City Administrator reported that three <br />FOR OLD architectural firms were interviewed, and his <br />FIRE STATION recommendation is that Paul Finsness be hired as the <br />PROJECT architect for the old fire station project subject to <br />
