MINUTES <br />City Council <br />July 31, 1995 <br />how it would relate to businesses. 5chroeder stated that <br />they did not want to place a retail use backing up to the <br />apartments since it would not be well accepted. He felt <br />that a two-story office building would be a better use with <br />storm water ponding amenities which would provide a <br />pedestrian connection between the apartments leading out <br />into the retail area. <br />Mary Alden, Manager of Lakeside Apartments, asked if there <br />was any thought to making the area residential where Middle <br />Street would curve to meet Rice Street. Schroeder commented <br />that the whole south end has the potential for being <br />residential. He stated that it will depend on what the <br />market research actually tells the consultants. Alden asked <br />if there was any continued interest in senior cottages. <br />Schroeder stated that his urban design perspective on <br />cottages is that there is a need for density in a downtown <br />area. Ae stated that some density can be obtained from <br />cottage-style houses, but a massive feel cannot be obtained. <br />He felt that in a downtown area, higher density with <br />slightly taller buildings would be desired so that it would <br />feel like downtown. Schroeder felt that cottages may be <br />acceptable on the fringe of downtown areas. <br />Joe Vitale stated that he is not in favor of more <br />apartments. He felt that Little Canada has enough of them <br />and they do not support his business. Ae commented that he <br />understood that the City was not going allow any more <br />apartments. Schroeder stated that they are trying to create <br />a balance of uses for the downtown area. However, they are <br />flexible. <br />Grittman was concerned about front door/back door situations <br />in the retail areas for security reasons. Schroeder stated <br />that they are proposing front door/front door relationships <br />meaning each building would have two fronts. <br />Dick Boss of Tierney's Liquors stated that he heard that the <br />Market Place shopping mall was sold. He asked if the new <br />owner was aware of the proposed development. LaValle stated <br />that the new owner has been in contact with the City <br />Administrator and is interested in being involved with the <br />project. The City Administrator stated that he is unsure if <br />the Market Place has actually sold yet, but a purchase <br />agreement has been executed. <br />Fifield stated that when the Rice Street study was started <br />in March, they talked about coming up with a plan that would <br />work. He stated that the City is part of the way there. He <br />indicated that there has been talk about what works in a <br />market context and a spacial design context.
