MINUTES <br />CITY COUNCIL <br />AUGUST 9, 1995 <br />RESOLUTION NO. 95-8-185 - APPROVING THE CONSENT AGENDA <br />WHICH CONTAINS THE FOLLOWING ITEMS: <br />*APPROVAL OF THE VOUCHERS; <br />*CALLING A SPECIAL MEETING FOR TUESDAY, AUGUST 22~ <br />1995, 7 P.M.~ AT CITY HALL TO DISCUSS THE OLD FIRE <br />STATION PROJECT; <br />*RESCINDING APPROVAL OF TEMPORARY LIQUOR LICENSE FOR <br />TI3E LITTLE CANADA RECREATION ASSOCIATION FOR AUGUST 11 <br />TIIROUGH 13, 1995~ <br />*APPROVAL OF TEMPORARY NON-INTOXICATING MALT LIQUOR <br />LICENSE FOR LITTLE CANADA RECREATION ASSOCIATION FOR <br />AUGUST 11 THROUGH 13, 1995; <br />*CALLING FOR A WORKSHOP MEETING FOR THURSDAY, AUGUST <br />31, 1995, 7 P.M., AT CITY HALL TO DISCUSS RICE STREET <br />DEVELOPMENT GUIDE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />SOLICITORS The City Attorney reported that he has reviewed the <br />ORDINANCE proposed Solicitors Ordinance and recommends the <br />ordinance add language exempting religious solicitors. <br />Scalze pointed out that the cities of Shoreview, <br />Roseville, and White Bear Lake prohibit this type of <br />soliciting, and asked why Little Canada cannot do so as <br />well. <br />The Attorney reported that he is not familiar with the <br />ordinances of these other cities, but is familiar with <br />an attempt by another client to prohibit religious <br />solicitors. The client was served on the grounds that <br />the ordinance was unconstitutional. The Attorney felt <br />that an ordinance prohibiting soliciting by religious <br />organizations would be subject to challenge as a <br />violation of First Amendment rights. <br />Scalze asked if groups such as Girl Scouts would be <br />exempt from compliance with this ordinance. <br />The City Attorney replied that technically they would <br />be required to comply with the ordinance. <br />Scalze felt that the City should exempt children from <br />complying with the ordinance.
