Fahey asked <br />if the problem with solicitors has been a major one, or <br />is the ordinance an attempt to get something on the <br />books that the Sheriff's Department can enforce. <br />Morelan replied that the ordinance is a response to <br />complaints received about solicitors. The current <br />ordinance is weak in certain areas and does not give <br />the Sheriff's Department the tools they need to address <br />problems. <br />Scalze pointed out that the information required of <br />solicitors would be helpful to someone who might be <br />having a problem with a solicitor. <br />The City Administrator reported that the existing <br />solicitors ordinance does not give the City the power <br />to correct a problem if there is one with certain types <br />of solicitors. <br />Fahey suggested that the solicitors' license be <br />required, but there be no fee involved. This would <br />still give the Sheriff's Department enforcement clout. <br />It was pointed out that the $25 fee was to cover the <br />City's costs in processing the license. <br />Fahey asked how many permits are issued each year, and <br />what is the scope of the problem? <br />The Administrator estimated that 5 to 10 permits are <br />issued each year. However, it is the solicitors not <br />obtaining a license that appear to cause the problem. <br />The ordinance will give us clout in dealing with these <br />individuals. The Administrator also pointed out that <br />under the existing ordinance, organizations such as <br />Girl and Boy Scouts were technically required to obtain <br />licenses. <br />Morelan pointed out that under the existing ordinance, <br />someone going door-to-door with goods in-hand was not <br />required to be licensed. Morelan pointed out that <br />under the new ordinance, these individuals would have <br />to be licensed. Morelan asked if this applied to <br />children selling raffle tickets. <br />The City Attorney replied that it would. <br />Fahey asked how much of the problem was the individual <br />homeowner's responsibility, and how much is it the <br />3 <br />
