MINUTES <br />CITY COUNCIL <br />AUGUST 15, 1995 <br />connect to Iona Lane. <br />Schroeder replied that they have looked at improving <br />the traffic functions on Rice Street providing ways for <br />traffic to move more efficiently. It is not known for <br />sure if Middle Street will be extended. The concept <br />shows a pattern that reflects things that have been <br />heard in the community. The plan will change to find a <br />balance between the desires of the community and the <br />desires of developers. The plan tries to concentrate <br />access points for businesses. <br />Kathy Pedersen stated that she hoped the City knows <br />what businesses are cominq in before buildings are <br />constructed. <br />Fifield reported that the City will try to attract <br />businesses and use their revenues to make improvements <br />rather than general City revenues. Fifield stated that <br />the consultants believe there will be a domino effect <br />that will occur that will result in the creation of an <br />environment that attracts business making the least use <br />of City dollars. <br />Kathy Pedersen asked if analysis has been done on the <br />amount of tax revenue the City is getting now from the <br />Rice Street/Little Canada Road area and the amount that <br />would be collected once redevelopment occurs. <br />Fifield replied that until the uses of the area are <br />clarified, it would be difficult to determine that <br />amount. <br />Sharon Clausen commented that the Venetian Development <br />Corporation had viable tenants interested in their <br />project. Clausen also felt that the senior cottages <br />proposed were better and less disturbing to the area <br />than what is shown by the City's consultants this <br />evening. Clausen also preferred the Venetian <br />Development Corporation's plan to level the Market <br />Place Shopping Center. Clausen felt that the concept <br />presented by the consultant group was just a pretty <br />picture and not substantive. Clausen also commented <br />that under the Venetian proposal, the Council indicated <br />that it would not take condemnation actions. Clausen <br />felt the word was now being thrown around loosely. <br />Fifield stated that comparing one picture with another <br />was a matter of preference. Fifield further stated <br />that condemnation is one of the actions available to <br />the City, but that does not mean it will happen. <br />12 <br />
