MINUTES <br />CITY COUNCIL <br />AUGUST 15, 1995 <br />Alternatives are being tossed out on the table. <br />Fifield did not believe condemnation was somethinq that <br />the City would do lightly. <br />Gary Collyard stated that the consultant's option puts <br />into practical application the need for office space. <br />Collyard stated that prospective developers will bring <br />to the City their proposals, financials, and other <br />information that will become part of the development. <br />The City will then say we would like to see this happen <br />in this area or another, and the plan will begin to <br />make sense. Collyard agreed that some of this <br />development will occur 20 years down the road. <br />Collyard stated that comparing one pretty picture to <br />another is not valid. Collyard indicated that the <br />Venetian Development Corporation presented direction <br />for the redevelopment of Rice Street supported by real <br />life tenants. His picture was driven by reality which <br />was valid. <br />A member of the audience questioned the renovation of <br />the Market Place. <br />Fifield stated that it is the consultants' assumption <br />that the renovation of the Market Place is one of the <br />first dominos in the redevelopment of the area. Making <br />the Market Place a viable shopping center will attract <br />other businesses into the area. <br />Bill Quirin asked if there were any developers <br />interested at this point. <br />Fifield replied that the process was not to that point <br />as yet. <br />Quirin pointed out that directly or indirectly public <br />resources will be used. Hopefully, they will be used <br />wisely. Quirin suggested that if public resources are <br />used and property exchanges hands, it should be <br />understood that any non-profit organization or Native <br />American Trust would be required to repay those public <br />funds. <br />Fahey pointed out that about a year and a half ago a <br />developer approached the City with a variety of plans, <br />which included removal of the Market Place and <br />development of senior cottages. After numerous <br />meetings with the developer, it was the City's view <br />that it needed some expertise to help us. The <br />redevelopment of the Rice Street/Little Canada Road <br />area is a big project. The City's consultants have <br />13 <br />
