MINUTES <br />CITY COUNCIL <br />AUGUST 15, 1995 <br />since submitted concepts showing that the Market Place <br />remain, and there is a potential buyer for the Market <br />Place that is interested in making the center a viable <br />one. <br />Fahey reported that once the Rice Street Study is <br />completed the City will solicit developers. The City <br />is interested in seeing that the area develops to its <br />highest and best use, and perhaps a Holiday store is <br />not the highest and best use. Fahey did not believe <br />the City can ensure the hiqhest and best use for the <br />area by sitting back and waiting for developers to come <br />in. <br />Fahey reported that the City does not have a lot of <br />money to provide assistance to the redevelopment. <br />There are some TIF dollars, but those may be used for <br />demolition costs and construction of infrastructure. <br />That is where the City wants to spend its dollars. <br />Fahey reported that the City wants to listen to the <br />comments of the public on this project. However, the <br />project will not occur overnight. It is the City <br />Council which will ultimately make the decision on the <br />redevelopment project. <br />A member of the audience asked why the Council would <br />not support development of Holiday, SuperAmerica, or <br />Abra facilities. The City has no alternative tenants <br />to these proposals. Meanwhile the property is sitting <br />vacant. The gentleman felt that the consultants should <br />be developing a plan which includes potential tenants <br />and anchors; a plan that is feasible. <br />Fahey suggested that it is more appropriate to have <br />plans and know where the City is going before <br />attracting tenants. Fahey did not believe the City <br />should get tenants first and then put a plan together. <br />Fahey suggested that being reactive has not worked for <br />the City in the past. <br />A member of the audience asked the timetable for <br />redevelopment indicating that they are looking to <br />purchase property within the redevelopment area. <br />Fifield replied that the consultants would be happy to <br />work with the prospective buyers to determine how their <br />proposal fits with the plan. <br />At this point the meeting adjourned with Fifield <br />inviting those present to stay and discuss the plans <br />14 <br />
