MINUTES
CITY COUNCIL
AUGUST 9, 1995
issue. However, there may be more than one way to do
it. Morelan stated that he doubted the no wake zone
needed to be as large as proposed. Morelan also
suggested that addressing the size of boats on the lake
may be another option. A public hearing would be one
way to get input from the property owners on the lake
to determine how they prefer the problem to be
addressed.
Fahey stated that he was not in favor of posting the
entire southwest bay of the lake as a no wake zone. If
the issue is the wake at the swimming beach, there may
be a reasonable area around the beach that should be
posted no wake zone.
Pedersen suggested buoys around the beach area denoting
the no wake zone.
Scalze pointed out that State Law prohibits a speeding
boat within 100 feet of a swimmer.
Pedersen felt the buoys would provide a visual signal
for boaters.
Fahey suggested that additional input be obtained from
the Sheriff's Department as well as the DNR on what is
typical around beach areas. If the focus is to protect
swimmers at the beach, what are some options for the
Council to consider? Fahey stated that he did not want
to restrict people's rights any more than we have to.
Fahey also suggested that the City's noise ordinance be
reviewed to determine if the noise problem on the lake
is merely an enforcement issue. Fahey asked staff for
some good options and a recommendation on the matter.
Morelan suggested that before a public hearing is held,
the Council should have a firm understanding of what
the problem is as well as options to address it.
LaValle suggested that staff obtain a copy of Arden
Hills' ordinance, and that Lt. Bergeron be invited to
the next meeting at which this issue will be discussed.
The City Administrator reported
together a more refined recomme
which will include options.
COMMUNITY The City Administrator reported
SURVEY summary of the community survey
shortly, and recommended that a
that he would put
zdation on the matter,
that the executive
should be received
workshop be scheduled
7
