MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1995 <br />The Administrator reported that this evening discussion <br />will center on design needs and project scope so that <br />the architect can begin schematic drawings. <br />Fahey indicated that there is need to discuss the space <br />allocation of the building. Fahey pointed out that <br />while the old fire station committee has recommended an <br />allocation, that recommendation has not been acted on <br />at the City Council level. <br />Pechman reported that ADA issues occur primarily in the <br />basement of the building, and will need to be the first <br />priority. The basis of the community block grant <br />approval was so the building could be upgraded to meet <br />ADA requirements. ADA issues include restrooms and <br />access. Pechman also pointed out that in 1990 the City <br />hired an architect who compiled a list of code <br />compliance needs in the building. <br />Morelan asked if parking was addressed from a code <br />standpoint. <br />Pechman stated that the architect will address the <br />parking issue. However, there will be the need to <br />provide handicapped parking at both the upper and lower <br />levels of the building. In addition to the parking at <br />the site, it might be possible to use the public <br />parking at Little Canada Road and McMenemy Road to meet <br />parking requirements. <br />LaValle asked if the Code required a general business <br />to have parking adjacent to their building. <br />The City Administrator replied that off-site parking is <br />allowed as a conditional use under certain <br />circumstances. <br />Paul Finsness, architect for the project submitted a <br />listing of potential project concerns. These concerns <br />are divided into exterior space, building envelope, and <br />interior space. Parking is one of the concerns listed <br />under exterior space. Finsness reported that there is <br />a need for accessible parking at both the upper and <br />lower levels of the building. Finsness also suggested <br />it might be a possibility to do some landscaping <br />adjacent to the front of the building, so parking does <br />not occur right up to the building. <br />Finsness reported that it appears the building envelope <br />is 30 to 40 years old and in fairly good condition. <br />There are four overhead doors at the front of the <br />building. If the use changes, there may be no need for <br />2 <br />
