MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1995 <br />Finsness pointed out the memo from the previous <br />consultant which included a laundry list of code <br />compliance issues which need to be addressed. Finsness <br />stated that it may be necessary to have accessible <br />drinking fountains, accessible counters in workrooms, <br />and an accessible sink and counter in the kitchen area. <br />Finsness stated that the amount of ADA requirements <br />which must be met is dependent on the extent of the <br />project. There may also be other architectural issues <br />to be accommodated if there is the budget available. <br />Fahey asked if the schematic drawings would be <br />substantially influenced by the use of the building, <br />pointing out that most of the areas mentioned were ADA <br />requirements or code issues. <br />Finsness replied that use would have an influence <br />pointing out fire-rated walls might have to be <br />installed separating uses, particularly uses involving <br />storage of flammable materials. <br />Fahey asked if fire-rated walls would be needed if the <br />west bay were used for cold storage that did not <br />involve vehicles. <br />Finsness replied that he would have to review the UBC <br />to determine occupancy groups and requirements related <br />to those groups. <br />LaValle asked if the building would have to be <br />sprinkled. <br />Pechman replied that both levels are already sprinkled. <br />The City Administrator felt it was important to note <br />that the $98,500 budget was set when the scope of the <br />project was different. Also, parking changes were not <br />considered in setting that budget amount, nor was the <br />addition of natural lighting or facade changes. The <br />Administrator stated that he was concerned about the <br />adequacy of the budget given what the project scope <br />might be. <br />Fahey noted that natural lighting would be nice, but is <br />not essential. Fahey felt that meeting ADA <br />requirements would take most of the budget, and <br />suggested that the City may have to look for other <br />funding. <br />Scalze asked at what point the project would become too <br />expensive to make it practical? Morelan asked what the <br />cost would be to construct a similar building? <br />4 <br />
