MINUTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />the City's temporary sign ordinance will be the most <br />liberal of all. Scalze pointed out in reviewing the <br />ordinance, the Community Pride Committee felt the <br />ordinance should be similar to what Roseville allows <br />given that Rice Street is a shared boundary with <br />Roseville. The Roseville ordinance allows two <br />temporary sign ordinances each year, each of which can <br />be up to 30 days in duration, with a 90-day time period <br />in between. <br />Fahey suggested that Little Canada can choose to be <br />more liberal than Roseville. <br />Scalze again stated that with the amendment proposed, <br />Little Canada's ordinance will be the most liberal of <br />the surrounding cities. If the Council feels more than <br />two temporary sign ordinances should be allowed each <br />year, 5calze suggested the matter be returned to the <br />Planning Commission for their comment. <br />Fahey pointed out the Planning Commission could have <br />made such a recommendation. Fahey felt it was the <br />Council's prerogative to make further amendments if it <br />chooses to. <br />Scalze felt given the amendment will make this <br />ordinance the most liberal of surrounding cities, the <br />Planning Commission should be involved in additional <br />amendments which would further liberalize the <br />ordinance. <br />Pedersen did not see what difference it would make if <br />the City allowed two or three temporary sign permits <br />each year as long as the total number of days was <br />limited to 60. <br />Fahey felt three permits limited to a total of 60 days <br />might better serve business owners. <br />Morelan stated that while the idea sounds equal, the <br />City will end up with temporary signs on the street <br />more often than under the amendment proposed. Morelan <br />pointed out that not too many businesses put up signs <br />for a full 30-day period. Morelan felt that the <br />overall goal was to at least make a level playing field <br />along Rice Street for Little Canada businesses sharinq <br />the border with Roseville businesses. <br />Fahey stated his goal was to encourage the most <br />favorable business climate possible for Little Canada <br />businesses.
