MINUTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />meeting to state that they are dissatisfied with what <br />is being proposed. <br />Fahey suggested the Council could submit the ordinance <br />to the business community once it is adopted to qet <br />their comments on whether they feel the ordinance is <br />reasonable or not. <br />Scalze suggested this be done before the amendment is <br />adopted. <br />Morelan suggested the business community will be aware <br />of the Council's actions and can comment. <br />Scalze asked when the City was proceeding with the <br />survey of the business community. <br />The City Administrator replied that the business survey <br />has not been programmed at this time. The Council has <br />suggested that once the community survey is completed <br />and reviewed, the results of that survey will be used <br />to draft a business survey. <br />Morelan asked how many complaints the City has received <br />stating that the ordinance is too restrictive. <br />The City Administrator estimated the number to be <br />proportionate with the amount of enforcement. <br />Morelan felt the City had to weigh the needs of <br />commercial areas with residents' concerns about <br />temporary signage. Morelan stated he had no problem <br />with allowing Little Canada businesses a leg up on <br />Roseville's, but felt there was a degree to which <br />temporary signage must be controlled. Morelan felt <br />three permits each calendar year were acceptable given <br />the limit of a total of 60 days. <br />Pedersen pointed out there are no restrictions proposed <br />on the size of temporary signs. <br />Morelan suggested that the Code is written in response <br />to problems. <br />The Code Officer suggested Roseville does a better job <br />of enforcement of temporary signs along Rice Street. <br />He also estimated that 800 of the Little Canada <br />businesses along Rice Street were in violation of the <br />sign ordinance for duration of time the temporary signs <br />are left up.
