MINUTES <br />CITY COUNCIL <br />AUGUST 23~ 1995 <br />Canada's ordinance was the same or more liberal than <br />Roseville's. <br />Mr. Fahey introduced the following ordinance and moved <br />its adoption: <br />ORDINANCE NO. 420 - AMENDING SECTION 903.110.C. OF THE <br />ZONING CODE RELATING TO TEMPORARY SIGNS AS PROPOSED <br />WITH THE ADDITIONAL AMENDMENT THAT NUMBER OF TEMPORARY <br />SIGNS PERMITTED IN A CALENDAR YEAR BE INCREASED FROM <br />THREE TO TWO WITH THE LIMITATION THAT NO MORE THAN 60 <br />DAYS TOTAL BE ALLOWED IN A CALENDAR YEAR <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Pedersen, Morelan. <br />Nays (1) Scalze. ordinance declared adopted. <br />NORTHWEST Paul Cernia, Northwest Youth & Family Services, <br />YOUTH & appeared before the Council to give a presentation <br />FAMILY on NYFS~s 1994 activities and to request the City~s <br />SERVICES continued financial support during 1996. Cernia <br />pointed out that NYFS will be moving into the former <br />League of Minnesota Cities building in December. This <br />new location will be more convenient and accessible for <br />the participating cities. <br />Cernia reviewed NYFS's mission statement as well as <br />total 1994 service totals and specifically Little <br />Canada's 1994 service totals. It was noted both <br />Community Restitution and Employment Services are up <br />approximately 50% while other service usage remained <br />the same as during 1993. These other services include <br />Counseling/Mental Health, Young Fathers, Awareness <br />Seminars, Delinquency Assessments, Teen Health Center, <br />and Youth Service Learning. Cernia reported that, <br />where possible, fees are charged for services. <br />However, nobody is turned down from participating <br />municipalities because of ability to pay. A sliding <br />fee schedule is used. Counseling services are <br />typically paid for through health insurance <br />reimbursement. <br />Cernia reported that 1994 revenue totaled $1,086,294. <br />39% of this revenue comes from Grants, 31o from <br />Contributions, 24% from Fees, 5% from Events, and 1% <br />from Miscellaneous Sources. 1994 Expenses were <br />$1,064,826. 89% of expenses come from Programs, while <br />11% is from Management/Fundraising. <br />Cernia reported that Little Canada is being requested <br />16 <br />
