MINDTES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />Fahey asked if it were part of the process or <br />preliminary to the process. <br />The Planner replied that it is part of the process in <br />establishing the ordinances. <br />LaValle pointed out the City may be establishing <br />standards which inflate building costs making projects <br />unworkable. <br />The Planner replied it is always a concern that a <br />developer will say a certain design style cannot be <br />done. <br />Morelan asked if a detailed description of the <br />architectural design style the City chooses will be <br />part of the ordinance. <br />The Planner replied that the ordinance would be very <br />explicit in giving the developer as much guidance as <br />possible. The ordinance will be a very comprehensive <br />document. <br />Morelan suggested the process begin now, pointing out <br />the potential redevelopment of the Market Place <br />Shopping Center. Should Market Place redevelopment <br />proceed, the City would then be prepared to give the <br />developer some guidance. <br />Fahey asked if there would be some overlap in having <br />the City Planner prepare this ordinance versus the Rice <br />Street Study consultants. <br />The City Administrator replied that there should be <br />communication between the two so there is no overlap in <br />services. <br />The Planner stated his view was once the redevelopment <br />guide is in place, his firm would develop the ordinance <br />establishing the design review process and <br />architectural standards. <br />Scalze asked if design review would be limited to the <br />gateway area. <br />The Planner replied that that was the recommendation of <br />the Planning Commission. The Planner pointed out that <br />the City does have some architectural review standards <br />in place in other zoning districts in the City. <br />Fahey asked for coordination of efforts on the part of <br />23 <br />
