MINi7TES <br />CITY COUNCIL <br />AUGUST 23, 1995 <br />Fahey suggested that given the unique shape of the <br />Leibel lot and the impact of the garage on their <br />neighbor's property, efforts should be made to line the <br />garage up with the existing garage. The Leibel's would <br />then benefit by having a second garage and the impact <br />on the Novak's would be diminished. Fahey pointed out <br />the narrow depth of the Novak property. <br />Jeanne Leibel reported that they had discussed their <br />idea with Mr. Novak who indicated he had no objection. <br />He has obviously since changed his mind. Mrs. Leibel <br />pointed out that their house has a hip-roof; therefore, <br />it would be very difficult and expensive to add on to <br />their existing garage. <br />Fahey suggested that the new garage be located adjacent <br />to the existing garage. Fahey stated that he was <br />puzzled by the City Planner's interpretation that the <br />property line adjacent to the proposed garage location <br />be considered the Leibel's rear property line given the <br />nature of the neighborhood. <br />Bob Leibel pointed out that they have a 175 foot long <br />driveway with a turn-around in the area where the <br />garage is proposed. Leibel stated that he would like <br />to place the garage at the end of the turn-around. To <br />place the new garage adjacent to the existing garage, a <br />garden would have to be relocated and the driveway <br />added on to. The new garage would also close off the <br />patio area making it hot. Leibel pointed out that the <br />garage would be on the area which was the old driveway <br />to the Caplette property. <br />Scalze stated that she did not understand why the <br />Planner is considering this the Leibel's side yard. To <br />her the area was the front yard. <br />The City Planner stated that the problem is there is no <br />clearly defined front or side yard definition. The <br />ordinance defines the type of yard by the property line <br />it is adjacent to. <br />Fahey pointed out that there are three houses all <br />facing the same direction. If there is a problem with <br />defining front yard for the Leibel property, the <br />ordinance should be fixed. <br />Scalze pointed out that the Leibel property has a Twin <br />Lake Blvd. address. Therefore, the portion of the <br />property facing Twin Lake Blvd. should be the front <br />yard. <br />3 <br />
