MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 31, 1995 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 31st day of August, 1995 in <br />the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 8:00 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Council Member Mr. Steve Morelan <br />Council Member Mrs. Beverly Scalze <br />MEMBERS ABSENT: Council Member <br />Council Member <br />ALSO PRESENT: City Admin. <br />Public Works <br />Parks & Rec <br />Decision Rec. <br />Decision Rec. <br />Admin. Asst. <br />Mr. <br />Mr. <br />Mr. <br />Mr. <br />Mr. <br />Dr. <br />Mr. <br />Mrs <br />Jim LaValle <br />Bob Pedersen <br />Joel Hanson <br />Dave Harris <br />Jim Morelan <br />Bill Morris <br />Jim Rose <br />Kathy Glanzer <br />COMMiJNITY Dr. Bill Morris, Decision Resources, appeared before <br />SiTRVEY the Council to present the results of the community <br />survey. Morris reported that his firm surveyed 400 <br />randomly-selected residents during the time period May <br />27 through June 12. There was a 3.5o refusal rate to <br />respond to the survey, which is in line with the <br />completion rate across Ramsey County. Average time <br />spent with each individual responder was 31 minutes. <br />10% spoke for one hour, and one individual spent 1.45 <br />hours responding to the survey questions. The results <br />of the survey have a plus or minus 5o accuracy rate. <br />Morris reminded the Council his firm conducted another <br />Little Canada survey in 1987. Morris compared the <br />demographics for both surveys and reported there is <br />somewhat greater stability in the population in 1995 <br />than there was in 1987. More of the population has <br />lived in Little Canada for over 20 years, and there was <br />a drop in the number that has lived in the City for 3 <br />to 5 years. In 1987, 59% of the population had no <br />intentions of moving from Little Canada. In 1995, that <br />figure is 710. It was also discovered there is a core <br />of permanent renters and apartment dwellers in the City <br />with this group intending to staying to stay 10 years <br />1 <br />
