MINUTES <br />CITY COUNCIL <br />AU6UST 31, 1.995 <br />resistant to tax hikes. Therefore, the City is getting <br />almost a double hit. The crime issue in the City is <br />perceived more like an inner ring city than in most of <br />the neighboring communities. But on the same token, <br />residents are much more second and third ring in the <br />way they want things done. Residents want taxes kept <br />down, want good City services, good recreation programs <br />and a completed trail system. However, there is real <br />antipathy toward property taxes. <br />Scalze asked if the feeling of not being safe had to do <br />with the high density of multiple dwelling units <br />relative to single-family. <br />Morris did not believe so. The City Administrator <br />reported that the Sheriff's Department has indicated <br />that the concern is with access in and out of Little <br />Canada. Access is very easy given the freeway system <br />cutting through the City. <br />Scalze pointed out that residents are not pushing for <br />more traffic patrolling. <br />The Administrator pointed out the interest in <br />additional crime prevention and patrolling, both of <br />which are being addressed by the Sheriff's Department. <br />The Administrator pointed out the recent change in <br />animal control provided, and asked if this change would <br />have shown up in the survey. <br />Morris replied that it takes a couple of years for a <br />change like this to show up in survey results. <br />Scalze stated that she always considered Little Canada <br />a first-ring suburb given it is only 5 or 6 miles from <br />downtown St. Paul. <br />Morris replied that demographics are more the indicator <br />of whether a suburb is first ring or not. Education <br />level and income level are considerations. In 1987, <br />the demographics were more of a first-ring suburb. In <br />1995, they are more second or third ring. <br />Morelan asked if in analyzing responses if <br />consideration was given to the type of respondent. <br />That is, multiple-family resident or single-family <br />property owner. <br />Morris replied that those factors were considered. <br />Morris pointed out that the City has a fair amount of <br />boosters from apartment dwellers. More so than what <br />other communities have. This goes to the fact that <br />there is a permanent apartment dweller population. <br />Scalze asked if those were the condominium owners. <br />Morris replied that it is the renter versus the owner. <br />6 <br />
