MINUTES <br />CITY COUNCI:L. <br />AU~UST 31, 1995 <br />Scalze asked if the fear of crime was concentrated in <br />the senior population. <br />Morris replied that it was to an extent. However, it <br />is not age driven and was showing up among young <br />parents as well. <br />The City Administrator asked if cross-tabulations will <br />be provided by quadrant. <br />Morris replied that they would as well as by precinct. <br />Morelan questioned the fact that household income is up <br />but people are not willing to be taxed more for City <br />services. <br />Morris replied that there is an antipathy to taxes. <br />Just become income levels are up doesn't mean <br />government should take more. <br />Fahey pointed out past increases in property taxes were <br />due to the fact that government aid was shifted to <br />school districts, requiring the City to increase <br />property taxes. <br />Morris reported that the hostility toward increased <br />property taxes is moderate compared to other areas. It <br />is not at the red flag level that it is in other <br />communities. <br />Morelan pointed out that the survey identifies several <br />areas to work on, public safety being the most <br />immediate. <br />Scalze felt the results on guided development were the <br />most encouraging given the City's current efforts in <br />this area. <br />Fahey suggested that the consultants be informed of the <br />survey results, particularly the strong support for a <br />sit-down restaurant.
