MINUTES <br />CITY COUNCIL <br />SEPTEMBER 5, 1995 <br />Morelan pointed out the discussion on page 3.12 about <br />residential housing on the second floor of commercial <br />buildings. <br />Schroeder replied that there is a market of young <br />adults without children who would be interested in <br />living in these kinds of spaces. <br />Chamberlain pointed out that the redevelopment of <br />downtown Hastings has been very successful with this <br />kind of housinq. <br />Fahey expressed concern with the creation of a special <br />service district as outlined on page 3.35. <br />The City Administrator pointed out that this option <br />would generate a deduction while special assessments <br />would not. The Administrator suggested that the City <br />may want to keep the special service district as an <br />option at this point. <br />Fifield agreed that including the special taxing <br />district option in the plan made it available for the <br />City to use if it choose to. This option gives the <br />City more flexibility and was not a big cost item. <br />Fifield also pointed out that in order to establish <br />such a district, 35% of the property owners would have <br />to petition to establish the district. A public <br />hearing would have to be held and the proposal would be <br />subject to veto by the public. <br />Morelan pointed out the discussion about parking on <br />page 3.16 and asked if diagonal parking was considered. <br />Schroeder replied that the plan is saying on-street <br />parking should be considered. Design of that parking <br />would occur at a later date. <br />On page 3.17 there is discussion of a 4-way stop at the <br />intersection of Middle Street and Little Canada Road. <br />Morelan asked if this was something that should be <br />done. <br />Schroeder replied that a 4-way stop would provide for <br />safer pedestrian crossing and lower traffic speeds. <br />Morelan asked if consideration was given to additional <br />stories on the existing senior housing. <br />Schroeder replied that that could be a possibility. <br />13 <br />
