MINUTES <br />CITY COUNCIL <br />SEPTEPiBER 5, 1995 <br />Scalze was concerned that windows at street level as <br />referred to on page 3.30 may be a place where <br />additional signage and banners would be placed. <br />Schroeder replied that he would add more explanation to <br />this section. <br />Council discussed the section on "Design of Buildings" <br />which begins on page 3.26. Schroeder did not believe <br />the plan should dictate design to such an extent that <br />all buildings would look alike and the area would <br />become boring. Schroeder felt that rather than dictate <br />design, the City should specify types of materials <br />which must be used. <br />Morelan asked if the consultants considered pedestrian <br />walkways. <br />Schroeder stated in a small commercial area such as <br />this, the worst thing that can be done is to take <br />people off the street. Streets are being recreated as <br />a people environment. <br />Morelan stated that he wanted to see the area user <br />friendly for senior citizens. <br />On page 3.41 Morelan pointed out the reference to <br />amending the budget in the TIF Plan to authorize use of <br />funds for public improvements and site improvements. <br />The need for amending the TIF District was discussed, <br />and Fifield indicated that he would submit to the <br />Council the documents necessary to made the amendments. <br />It was the consensus of the Council <br />Implementation section of the Guide <br />13th Council meeting.
