MINUTES <br />CITY COUNCIL <br />SEPTF~~IBER 7, 1995 <br />project an increase in the 3 to 3.5% range. Fahey also <br />pointed out that the City may not want to cut expenses <br />in some areas such as the Sheriff's contract. The <br />community survey shows that crime is a concern, and <br />additional crime prevention activities cost money. <br />Morelan felt that staff was better qualified to set the <br />tax collection rate. Fahey disagreed, pointing out <br />that the Council is accountable for whatever decision <br />is made. <br />The Administrator pointed out that there are tax <br />abatement petitions pending. The City will get the <br />final information from the County in December on the <br />tax collection rate. That information will include <br />settlements on the tax abatement petitions. <br />Fahey felt a conservative approach on the tax <br />collection rate was best. Fahey also suggested that <br />the Council qive more thought on the issue of license <br />fees. <br />The Administrator suggested that the fee for assessment <br />searches be increased from $5 to $10. Council agreed. <br />Another option the Administrator suggested was reducing <br />the code enforcement internship program from nine <br />months to six months. The Administrator pointed out <br />that most code enforcement activity takes place during <br />the warmer months. If code enforcement issues come up <br />during the cold months, the Administrator suggested <br />that either he or the Fire Marshal would be able to <br />address them. The Administrator also pointed out that <br />the City would be liable to pay PERA on a 9-month <br />position, but is not required to do so on a 6-month <br />position. <br />Fahey asked if it were practical for someone to come in <br />new every year and assume these duties. <br />The Administrator replied that there is a learning <br />curve, and a lot would depend on the person who was <br />hired. The Administrator pointed out that most interns <br />would be graduate students; and thus should be capable <br />of doing a good job for the City in a six-month time <br />period. <br />Council agreed to reduce the internship program. <br />The next option discussed was eliminating the temporary <br />file clerk position.
