MINUPES <br />CITY COUNCIL <br />SEPTENIBER 7, 1995 <br />not part of the General Fund, but in the 201 Fund. <br />There have been moderate surpluses in that fund. The <br />issue is what charges the Council wants to that fund. <br />Operational costs are charged against the fund, but <br />administrative and overhead costs have not been charged <br />to it to a great degree. <br />Fahey expressed concern that sometimes the City just <br />looks at the cities it wants to in comparing fees. <br />Fahey felt that before fees are compared, he feels <br />policy decisions should be made. Is a fee a revenue <br />generator, should fees be raised a flat percentage <br />across-the-board, should the City be run like a <br />business? Fahey felt some rational or a broader policy <br />should be in place rather than debating individual fees <br />each year. Fahey asked why some areas should be <br />protected when others are not? <br />Scalze pointed out that the City does charge a$1.50 <br />administrative fee on each registration. The City has <br />not looked at charging back costs sucri as field <br />maintenance, however. <br />Eahey questioned why a field maintenance fee would be <br />charged. <br />The Administrator pointed out that field maintenance <br />costs are a cost of providing the service. The <br />Administrator pointed out that if the cost of using the <br />City's fields is too expensive, people will go to other <br />places for the service. <br />Morelan noted that the administrative fee on recreation <br />reqistrations was a policy decision. Morelan stated <br />that he did not support that decision since he feels <br />youth recreation is like education. Morelan felt that <br />if more dollars are spent in recreation, the cost of <br />the City's police budget might decline. <br />Scalze stated that that would be true if every child in <br />the City participated in recreation programs. Some <br />people use the program and some do not, therefore, it <br />is the education of a few. <br />Morelan agreed that there should be some fee for <br />recreation programs, but that fee should be set so it <br />is attainable by everyone. Morelan pointed out that <br />when fees were increased a couple of years ago, <br />participation dropped off. <br />Scalze agreed that the numbers in the Super Summer <br />9 <br />
