MINUTES <br />CITY COUNCIL <br />SEPTEbiBER 13, 1995 <br />a part of the St. Jude property. <br />Fahey agreed, but felt the City should get a fair price <br />for the property. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-9-214 - INSTRUCTING CITY STAFF TO <br />NEGOTIATE A FAIR MARKET PRICE FOR VIKING DRIVE RIGHT- <br />OF-WAY WITH ST. JUDE MEDICAL, AND ONCE THAT PRICE IS <br />NEGOTIATED, CALLING FOR A VACATION HEARING FOR VIKING <br />DRIVE RIGHT-OF-WAY WITH THE UNDERSTANDING THE SIGN <br />COULD BE ERECTED UPON EXECUTION OF THE PURCHASE <br />AGREEMENT <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Morelan, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />PARK LAND Council discussed the Park & Recreation Commission's <br />ACQUISITION recommendation that any balance over $200,000 in the <br />FUND Park Land Acquisition Fund be used for specific park <br />projects that come up. Morelan suggested that there <br />will be a time this would be feasible, but he did not <br />believe it is now without identifying other parcels of <br />land the City might be interested in for parks. <br />Morelan pointed out that there may be interest in <br />purchasing property abutting Round Lake for park. <br />Scalze pointed out that there are parcels west of <br />Edgerton that are needed to complete trail connections. <br />Morelan stated that he could not support the <br />recommendation without knowing what the potential park <br />land expenditures are. <br />Fahey stated that he supports the recommendation <br />because he believes the City is not doing enough <br />maintenance and upgrade of park and recreation <br />facilities. Fahey suggested that if the time comes to <br />purchase an additional piece of park land, the City can <br />bond to raise funds for the purchase. Fahey felt <br />$200,000 was a good cushion. If the Commission makes <br />recommendations for use of the balance for park <br />projects, the Council does not have to approve the <br />expenditure if it does not believe it is warranted. <br />The City Administrator suggested that the Council could <br />address the issue as part of review of the Capital <br />23 <br />
