MINUTES <br />CITY COUNCIL <br />SEPTEI~SBER 13, 1995 <br />and City property abutting the lake. <br />Fahey asked the plans for the north side of Round Lake, <br />and questioned the feasibility of removing residences <br />from the tax base to create more open area. <br />Schroeder reported that in the meetings which have been <br />held, Round Lake was recognized as a resource for the <br />community. Re-alignment of the Little Canada Road <br />right-of-way may further some of the things expressed <br />by people early on. Schroeder reported that the County <br />is still investigating the conditions of the right-of- <br />way and trying to determine exactly what exists. <br />Fahey felt that in identifying Round Lake as a natural <br />resource, the public was not saying that those houses <br />should be removed. Fahey pointed out the effect on the <br />tax base of doing so. <br />Morelan was not sure all the houses should be taken, <br />and suggested that only taking a few may accomplish <br />what needs to be done. Morelan felt there may be some <br />value in opening up the area north of Round Lake, but <br />he would not be willing to force any property owners <br />out of their homes to do so. Morelan stated that he <br />would agree to opening up the area north of Round Lake <br />provided that the property owners were willing and it <br />was financially feasible to do so. <br />Fahey stated that he could see access to Round Lake on <br />the south side via the Rutzick property. Fahey also <br />suggested that it may be beneficial to have some <br />commercial development on Round Lake, where people can <br />have lunch next to the lake. <br />Pedersen pointed out that both the Planning Commission <br />and City Council have designated the long-term use of <br />the north side of Round Lake as open space. How much <br />open space the City wants may impact where the road <br />will go. <br />Fahey pointed out that if the road is located to the <br />north, the County may have to acquire Round Lake Plaza. <br />Schroeder reported that locating the road to the north <br />may take most of the parking lot of Round Lake Plaza. <br />The City Administrator reported that the County is not <br />yet clear on the the location of the Little Canada Road <br />right-of-way. The City needs to work with the County <br />on this problem in order that it not miss an <br />9 <br />
