MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />considering hiring an architect to do the developer's <br />job. <br />Fahey pointed out the need to develop architectural <br />design standards that will reflect what the City wants <br />in the Rice Street/Little Canada Road area. These <br />standards will be given to developers, and they will <br />have to be met. The City Planner will work with the <br />Planning Commission in drafting those standards. They <br />will then be submitted to the Council for approval. <br />Fahey pointed out that when the Market Place is <br />upgraded, the exterior of the building will have to be <br />remodeled consistent with those standards. Fahey <br />suggested that architectural standards will address <br />things like building materials, theme for the area, <br />etc. <br />Lendway suggested that the City wait for the developer <br />to propose something, and the City can then judge it. <br />Lendway questioned the City getting more involved in <br />setting up standards, when developers will come in with <br />proposals. <br />Fahey stated that the City must decide what it is <br />looking for. At this point, the City does not know <br />what the standards for the area will be. Fahey fit it <br />appropriate for the City to draft those standards and <br />have them available for developers to follow. There <br />should be a common theme to the architecture for the <br />area. <br />Lendway again felt developers should be given the <br />chance to come in with their own proposals. <br />Morelan felt developers will want some input from the <br />City. Morelan pointed out that the architectural <br />standards will address such improvements as lighting, <br />landscaping, building fronts, etc. Morelan stated that <br />architectural standards is a step further than the <br />current Zoning Code, refining this Code more. <br />Scalze suggested that the RFP process may result in a <br />developer with some great ideas that will not cost the <br />City anything. <br />Pedersen stated that in discussing architectural <br />guidelines, he is expecting to see general things <br />addressed such as building materials and landscaping. <br />The City Planner reported that architectural guidelines <br />will lay out a framework for developers to follow, <br />il <br />
