MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />obtain the services of M S& R. <br />Scalze pointed out that the City will get input from <br />developers on design ideas.. <br />Fifield reported that the quote <br />effort to move the Market Place <br />that everyone's expectations ca <br />development agreement. Fifield <br />developer is asking the City to <br />enhancements to the exterior of <br />from M S& R is an <br />renovation along so <br />~ be spelled out in the <br />pointed out that the <br />finance the <br />the building. <br />LaValle suggested if the City provides $200,000 for <br />exterior enhancements, the City wants the exterior to <br />look good. <br />Morelan suggested that before the City tells the <br />developer of the Market Place what to do with the <br />outside of the building, it should have a theme in <br />place for the redevelopment area. Morelan suggested <br />that this provision of the development agreement be <br />open-ended with a not to exceed maximum. <br />Fahey suggested that the Letter of Understanding <br />include a provision that the exterior improvements to <br />the Market Place would be consistent with architectural <br />design standards established by the City. Fahey felt <br />some general language in the development agreement <br />would adequately address this point. Fahey noted that <br />at this point the City is not sure what it wants to see <br />architecturally for the area because it has not gone <br />through the process. <br />Grootwassink reported that a canopy was added to the <br />exterior of his Burnsville mall. Grootwassink pointed <br />out that interior spaces were designed by the tenants. <br />Architectural costs were less than $1,000 for this <br />mall. <br />Fahey again suggested that a provision could be added <br />to the development agreement to address the issue. <br />Schroeder pointed out that if the Planner goes through <br />the architectural design process, it may be that <br />exterior improvements to the Market Place will be more <br />than just the addition of a canopy. For example, <br />varying store fronts may be an option. <br />Mark Lendway pointed out that the City spent $40,000 <br />for the creation of the Development Guide for the Rice <br />Street/Little Canada Road area.
