MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />still conceptual at this time. The City will need to <br />enter into a development agreement with Grootwassink. <br />One of the requirements will be an evaluation of the <br />developer's ability to perform. The Administrator <br />pointed out that the Statement of Understanding gets <br />the proposal moving and allows Grootwassink to go to <br />TCF and negotiate a purchase price. <br />Morelan asked if it was Grootwassink's intention to <br />retain the bingo hall. Morelan felt that was important <br />because of tax impacts to the City. <br />Grootwassink replied that it was his intention to <br />retain the bingo hall. <br />Morelan asked the length of leases which would be <br />negotiated. <br />Grootwassink replied that leases would be staggered <br />with 3, 5, 7, and 10 year terms. Lease terms will be <br />somewhat dictated by tenants because of their varying <br />needs. <br />Morelan stated that he would like to see a minimum of 3 <br />year leases to coincide with the financing term. <br />Fahey pointed out that as premise permits for the <br />various charities come up for renewal, the City will be <br />looking at the benefit it receives from these <br />charities. There may be some displacement of charities <br />in favor of local charities, if that proves more <br />beneficial to the City. Therefore, Grootwassink should <br />provide for flexibility in his leases with the <br />charities. <br />Fahey pointed out that the City has two proposals for <br />architectural services. One is from the City Planner. <br />Fahey asked the Planner his firm~s experience in <br />architectural design. <br />The Planner replied that his firm has an urban designer <br />on staff. The firm has worked with a number of cities <br />in providing architectural guidelines and control. The <br />firm currently provides technical assistance for the <br />architectural review process for a couple of cities. <br />Morelan felt it would be to the City's benefit to have <br />technical services provided by the same firm that <br />drafts the architectural control ordinance. <br />Michael Schroeder reported that the quote from M S& R <br />8 <br />
