MINUTES CITY COUNCIL SEPTEMBER 27, 1995 still conceptual at this time. The City will need to enter into a development agreement with Grootwassink. One of the requirements will be an evaluation of the developer's ability to perform. The Administrator pointed out that the Statement of Understanding gets the proposal moving and allows Grootwassink to go to TCF and negotiate a purchase price. Morelan asked if it was Grootwassink's intention to retain the bingo hall. Morelan felt that was important because of tax impacts to the City. Grootwassink replied that it was his intention to retain the bingo hall. Morelan asked the length of leases which would be negotiated. Grootwassink replied that leases would be staggered with 3, 5, 7, and 10 year terms. Lease terms will be somewhat dictated by tenants because of their varying needs. Morelan stated that he would like to see a minimum of 3 year leases to coincide with the financing term. Fahey pointed out that as premise permits for the various charities come up for renewal, the City will be looking at the benefit it receives from these charities. There may be some displacement of charities in favor of local charities, if that proves more beneficial to the City. Therefore, Grootwassink should provide for flexibility in his leases with the charities. Fahey pointed out that the City has two proposals for architectural services. One is from the City Planner. Fahey asked the Planner his firm~s experience in architectural design. The Planner replied that his firm has an urban designer on staff. The firm has worked with a number of cities in providing architectural guidelines and control. The firm currently provides technical assistance for the architectural review process for a couple of cities. Morelan felt it would be to the City's benefit to have technical services provided by the same firm that drafts the architectural control ordinance.
