MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 1995 <br />was based on providing architectural services in <br />conjunction to the Market Place project, not services <br />related to creating architectural design guidelines. <br />Schroeder reported that the consultant qroup felt there <br />was a need for someone trained as an architect to look <br />at the Market Place building to determine what can be <br />done to enhance it. <br />Fahey stated that he would assume the d~ <br />do this and asked why the City would be <br />paying someone to provide this service. <br />he though the City was obtaining quotes <br />develop architectural standards for the <br />area. <br />=_veloper would <br />interested in <br />Fahey stated <br />on services to <br />redevelopment <br />Fifield pointed out that the City is working under a <br />short time frame to put together a development <br />agreement with Mr. Grootwassink. One of the key <br />elements is to make sure exterior improvements are made <br />to the Market Place that sets a good foundation for <br />what happens around it. Fifield did not feel the City <br />would be finished with the process of creating design <br />guidelines by then. Fifield stated that his objective <br />would be to get architectural expertise to look at the <br />Market Place, determine what can be done and what it <br />will cost. This would provide a basis for negotiation <br />with Mr. Grootwassink. <br />Fahey felt the City should first set the architectural <br />plan for the area. Fahey suggested there may be limits <br />in what can be done to the Market Place. He also <br />indicated that he was not interested in paying for <br />costs the developer should share. The City should <br />provide the developer with some guidelines to follow, <br />and not pay an architect to come up with a plan for the <br />building. Fahey stated that he was more comfortable <br />with the City Planner's proposal to develop <br />architectural controls for the redevelopment area. <br />Grootwassink reported that he will do some exterior <br />work to the Market Place, but pointed out this work <br />does not have to be done immediately. <br />Fahey suggested there may not be a lot that can be done <br />with the exterior of the building. <br />Fifield stated that he did not know how much could be <br />done, but felt the quote looked like a reasonable <br />amount for making this determination. <br />Fahey stated that he would encourage the developer to <br />9 <br />
