MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 1995 <br />for a small contribution toward the Board's 1996 <br />Budget. Buss pointed out that the City endorsed the <br />Phalen Chain of Lakes Project Plan a couple of years <br />ago, and work has on-going to implement the plan. Buss <br />reported that the 5teering Committee's budget for 1995 <br />was $75,000 in administration costs plus $500,000 in <br />project dollars. The 1996 Budget is planned at the <br />same level. Some of the projects that have been worked <br />on include a special storm water project in the City of <br />Maplewood, Phalen wetland restoration, and a sod farm <br />project in North St. Paul. In Little Canada work has <br />been done at Gervais Mill pond on a vegetation <br />management plan as well as goose management plan. The <br />Steering Committee is also working with both the <br />Gervais Lake Homeowners Association on a Eurasian <br />milfoil problem as well as the Round Lake Homeowners <br />Association on water quality issue. Buss reported that <br />the 5teering Committee would like to work with Little <br />Canada as part of the City's redevelopment activities <br />in the Rice Street/Little Canada Road area. Buss felt <br />there were opportunities for treating storm water <br />differently in this area. <br />Buss reported that the Steering Commission would like <br />to become more formalized, thus the proposal to create <br />a Natural Resources Board. This Board would report <br />back to the member cities regarding its activities and <br />get feedback on the types of projects the cities would <br />like to see the Board involved in. The duties of the <br />Board go beyond what the Watershed District normally <br />takes on. Buss reported that it was also felt there <br />should be a financial partnership between the cities <br />and the Board. City participation is based on <br />percentage of land within the Watershed. Little Canada <br />is being asked to contribute $4,000 in funding during <br />1996 to help maintain the administrative budget of the <br />Board. <br />Buss reported that during 1996, the Board would <br />continue work with the Round Lake and Gervais Lake <br />Associations, as well as work with the City on Rice <br />Street/Little Canada Road redevelopment plans. Would <br />would also continue in Gervais Mill Park, and <br />informational workshops would be conducted for Little <br />Canada citizens educating them on water quality issues. <br />Another planned project is a study on street sweeping <br />practices within the Watershed looking at how cities <br />are sweeping streets and what can be done in the area <br />to improve water quality. The Board will also look at <br />cooperative ways cities and the Watershed can work <br />together sharing costs to improve water quality. <br />2 <br />
