MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 1995 <br />Buss asked that the City think about participating as a <br />member of the Natural Resources Board and assign a <br />representative to that Board. Buss also asked that the <br />City consider participating as a financial partner, <br />reported that so far the Cities of Maplewood and North <br />St. Paul, as well as the Watershed, have agreed to <br />contribute. <br />Fahey asked what this organization will do that the <br />Watershed does not. Fahey indicated that he was not <br />very excited about creating another body of government <br />when there is increasing pressure to cut budgets. If <br />the City does not participate, will the Watershed <br />continue to work with the City. <br />Cliff Aichinger, Administrator of Ramsey/Washington <br />Metro Watershed, reported that the Board would do <br />things other than what the Watershed does. The <br />Watershed handles major activities like construction of <br />Gervais Mill Pond, but does not get involved smaller <br />scale efforts that the Phalen Watershed Project has <br />been involved with. The Watershed is directly charged <br />with water quality and quantity considerations, not <br />urban wildlife issues, vegetation management, or public <br />education. These issues have a strong emphasis in the <br />Phalen Project. <br />Aichinger reported that the Natural Resources Board <br />would work on projects similar to the Maplewood storm <br />water infiltration project, the North St. Paul sod farm <br />project, vegetation management in Gervais Mill Park, <br />etc. <br />Fahey stated that it was his understand <br />Watershed would be involved in approval <br />quality and quantity issues in the Rice <br />Canada Road redevelopment project. The Board would <br />conduct neighborhood education efforts. They would <br />also work with the City's consultant group in looking <br />at alternative ways to deal with storm water, find new <br />methods to hold water before it gets into the Round <br />Lake system, etc. The Board would also look at raising <br />funds for special projects like the street sweeping <br />study, and provide a means for cities to band together <br />on these types of projects. <br />3 <br />
