MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 1995 <br />Morelan stated that it seems that a lot of what Buss <br />does compliments what the Watershed does, and one could <br />argue that the Natural Resources Board would be <br />preventative medicine. Morelan noted that they have <br />taken a$75,000 budget and obtained over $500,000 in <br />project funds. Morelan suggested that if the Natural <br />Resources Board is such a good deal, why doesn't the <br />Watershed fund it. <br />Aichinger replied that the watershed Board is <br />legislatively limited to focus on water. Until that <br />legislation changes, the Watershed cannot branch out <br />into related resources. Aichinger reported that the <br />Watershed is currently revising its Watershed <br />Management Plan and including discussion of other <br />natural resources and relationships to water interests. <br />If a clear connection can be made, there would be an <br />avenue to approach this issue with the Watershed Board. <br />Therefore, future funding by the Watershed may be a <br />possibility. <br />Morelan felt this is the direction it should be headed. <br />Fahey pointed out the commitments which the Council has <br />now, and that it may be necessary to find someone from <br />the community to serve on the Natural Resources Board. <br />Fahey also pointed out that if the City is providing <br />funding dollars, then all projects undertaken by the <br />Board would have to be spread out among the <br />participating cities. Fahey stated that he would be <br />willing to provide funding during 1996, with a review <br />of results at year end. <br />Morelan agreed, pointing out that the Board's <br />assistance could be used in the Rice Street <br />redevelopment project. Funding for 1997 would be <br />dependent upon results. <br />The City Administrator suggested that the $4,000 in <br />funding could come from the City's MSA account given <br />that this is the source of funding for storm sewer <br />projects. This would not affect the General Fund nor <br />the 1996 tax levy. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-10-230 - APPROVING THE MEMORANDUM OF <br />UNDERSTANDING CREATING THE NATURAL RESOURCES BOARD, AS <br />WELL AS APPROVING FUNDING OF $4,000 FOR TI3E BOARD FOR <br />1996, WITH THOSE FUNDS TO COME FROM THE CITY'S MSA <br />7 <br />
