MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1995 <br />Fahey stated that the City was not prepared to address <br />the issue of compensating for an easement that was <br />dedicated 21 years ago. <br />Dousi asked if she could defer her assessment for two <br />years without interest. <br />Fahey pointed out that the City's policy provides that <br />interest will accrue on deferments. <br />Dousi pointed out that she will be assessed at the time <br />Lakeshore is improved. <br />Fahey explained that it was not fair to other taxpayers <br />in the City to have to pick up interest costs for <br />deferred assessments. <br />Nagle pointed out to Dousi that when Lakeshore is <br />improved she will be assessed for 20% of her frontage <br />since she has a corner lot. <br />Dousi pointed out that her property was taken for the <br />road and she received no compensation. Now the City <br />upgrades the road and assesses her for it. <br />John Johnson, 115 Lake Street, felt there was a lack of <br />communication during the reconstruction process. <br />Johnson felt that the project would have been smoother <br />if there had been better communication. Johnson also <br />reported that his daughter has contracted asthma which <br />he feels may be from the dust raised during <br />construction. Johnson also reported that the <br />blacktopping of his driveway has been substandard. <br />Johnson reported that the experience has been a <br />discouraging one and has changed his view of City <br />government in Little Canada as well as his view of <br />Valley Paving. <br />Fahey stated that there are things which can be learned <br />from the process, procedures can be changed, <br />communication improved. Fahey stated that the City <br />always tries to do things better. <br />Nagle stated that he would like to complement the City <br />Administrator and City staff in that he has always <br />received first-class treatment when he comes to City <br />Hall requesting information. <br />The City Engineer stated that with regard to collecting <br />liquidated damages, it is a very complicated process. <br />There are general conditions spelled out in the <br />28 <br />
