MINUTES
CITY COUNCIL
OCTOBER 24, 1995
water stub provided.
Fahey pointed out that by not assessing the Hedlund
property now, the City lost the ability to recover an
additional $4,510. Fahey suggested that because
Lakeside Court is not a single-frontage project, the
cost will not exceed the per lot maximum.
Morelan felt that the Hedlund property should be
assessed from whichever street it made the most sense
that the service would come from.
Pedersen suggested that given the angle of the Hedlund
driveway it probably made more sense that water main
come from Lakeside Court.
Cardinal disagreed.
The City Administrator pointed out that if either
Cardinal or Hedlund needs to connect to City water
prior to water main being installed on Lakeside Court,
they will pay a connection charge equal to the Keller
Parkway assessment plus accrued interest.
Morelan stated that he supported the Cardinal request
to delay his assessment until a water main is
constructed on Lakeside Court.
Fahey suggested that the assessment for both Cardinal
and Hedlund be deleted provided that they sign an
aqreement that they will be deemed in favor of a future
water main improvement for Lakeside Court, and that
they have a clear understanding that if they need to
connect to the Keller Parkway water main, they will pay
a connection charge equal to the assessment for Keller
Parkway water main.
There was no one else present from the general public
wishing to comment on this matter.
Upon motion by Fahey, seconded by Pedersen, the public
hearing was closed.
Mr. LaValle introduced the following resolution and
moved its adoption:
RESOLUTION N0. 95-10-244 - ADOPTING THE ASSESSMENT ROLL
FOR IMPROVEMENT N0. 93-10, KELLER PARKWAY WATER MAIN,
AS AMENDED, DELETING THE ASSESSMENT FOR THE CARDINAL
AND HEDLUND PROPERTIES CONDITIONED THAT THEY SIGN AN
AGREEMENT INDICATING THEY WILL BE DEEMED IN FAVOR OF
34
