The Hedlund driveway comes in off <br />Lakeside Court. <br />Morelan pointed out that when water main is installed <br />on Lakeside Court, the cost is likely to be higher. <br />Fahey pointed out that if the City agrees to Mr. <br />Cardinal's request, he should be required to sign a <br />document stating that he will be deemed in favor of any <br />water main improvement proposed for Lakeside Court. <br />Fahey felt the same requirement should apply for the <br />Hedlund's. Fahey pointed out that City's policy of <br />only ordering an improvement if at least 50% of the <br />property owners were in favor. <br />Morelan asked if the Hedlund property fronted on <br />Lakeside Court. <br />The City Administrator replied that the Hedlund <br />property has a Keller Parkway address. <br />Fahey stated that he favored delaying the assessment of <br />the Cardinal property until water main is improved on <br />Lakeside Court, but did not favor this for the Hedlund <br />property. <br />The City Administrator noted that the Hedlund request <br />was noted in the minutes of the neighborhood meeting. <br />Based on that request, the Hedlund property was not <br />included in the project since no service was provided <br />to the property. <br />Cardinal reported that a water stub was installed on <br />his property from Keller Parkway. Cardinal stated that <br />he wanted to be assessed when water main was installed <br />on Lakeside Court. However, he did not expect that a <br />second stub would be installed on his property when the <br />Lakeside Court project is constructed. ' <br />Morelan asked if it were most advantageous if water <br />main were installed to the Hedlund property from <br />Lakeside Court versus Keller Parkway given that the <br />house sits at an angle to Keller Parkway. <br />Fahey felt if it were most advantageous for the stub to <br />be placed from Keller Parkway, then the City should not <br />wait to assess the Hedlund property. <br />The City Administrator pointed out that at some point <br />the Hedlund property will be assessed with only one <br />33 <br />
