MINUTES <br />CITY COUNCIL <br />NOVE[~ER 8, 1995 <br />moved its adoption: <br />RESOLUTION NO. 95-11-262 - APPROVING SENIOR CITIZEN <br />DEFERMENT OF SPECIAL ASSESSMENTS FOR THE JOHN AND <br />FLORENCE RADFORD FOR KELLER PARKWAY WATER MAIN <br />IMPROVEMENT, AND FOR JOHN AND DAISY BROWN FOR THE EAST <br />VIKING DRIVE IMPROVEMENT, SUBJECT TO COMPLIANCE WITH <br />STATE STATUTES AS WELL AS SUBJECT TO MEETING I-IUD LOW <br />INCOME GUIDELINES IF THE CITY IS PERMITTED TO IMPOSE <br />THAT REQUIREMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />It was noted that these requests for deferments will be <br />brought back before the Council for action if the City <br />is not allowed to impose a requirement that applicants <br />meet HUD low income guidelines. <br />DEVELOPMENT The Council reviewed the two applications received <br />DEFERRALS for development deferrals. It was the consensus of the <br />Council to approve both development deferrals with the <br />stipulation that a deferral would not be approved if <br />the Schmidt property is already subdivided into two <br />lots. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-11-263 - APPROVING DEVELOPMENT <br />DEFERRALS FOR THE WILLIAM SCHMIDT PROPERTY FOR KELLER <br />PARKWAY WATER MAIN PROJECT, AND FOR THE DAVID SMITH <br />PROPERTY FOR GILANDERI LANE IMPROVEMENT AS REQUESTED, <br />PROVIDED THAT THE SCHMIDT PROPERTY HAS NOT ALREADY BEEN <br />SUBDIVIDED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, Fahey, Morelan. <br />Nays (0). Resolution declared adopted. <br />DOG AND CAT Council reviewed the amendment proposed to the City's <br />ORDINANCE Dog and Cat Ordinance which would limit the number of <br />cats to three and a combination of dogs and cats per <br />dwelling unit to no more than four. Council discussed <br />the need to license cats, and it was the consensus of <br />the Council to repeal the licensing requirement for <br />cats. Morelan felt there was no need to place a limit <br />on the number of cats. <br />8 <br />
