MINU'PES
CITY COUNCIL
NOVEI~'IBER 8, 1995
Fahey stated that he would like the 10% Committee to
look at major projects. Fahey suggested that perhaps
every organization will give up a little bit, but the
result will be that some big projects get accomplished.
Morelan pointed out that the expenditures made thus far
from the 10% Fund were for items that would not have
been accomplished otherwise.
Fahey stated that he was not questioning past
expenditures, but suggesting a little different focus.
The City Administrator reviewed the Gambling
Enforcement Fund, pointing out that this fund is
restricted by State Statute. The Administrator
suggested that once the pending lawsuit is resolved,
the City may be able to reduce the tax further or
eliminate it. It was pointed out that the tax can
always be reinstated if need be.
The Administrator reminded the Council that the Truth
In Taxation Hearing is scheduled for Thursday, November
30th at 7:30 P.M. The Administrator pointed out that
there will still be opportunity after that hearing to
reduce the budget even further. The Administrator
asked if the Council had any additional questions or
comments on the proposed 1996 Budget. The
Administrator also asked if the Council wanted to go
into the TNT Hearing with a proposed 3.5% net levy
increase, or 2.88%.
The consensus of the Council was to go into the hearing
proposing a 2.88% increase. Morelan pointed out that
the CPI for 1996 is 2.9%, therefore, he was comfortable
with 2.88%. However, if a lower increase can be
achieved, that would be all the better.
Scalze asked if another budget workshop was planned.
The Administrator suggested that the Capital
Improvement Budget be reviewed at another workshop.
The Council will also need to review the 10%
Committee's recommendations. Review of the General
Fund can also occur at that workshop. There was no
decision made at this point as to date and time for the
next workshop.
10
