MINU'PES <br />CITY COUNCIL <br />NOVEI~'IBER 8, 1995 <br />Fahey stated that he would like the 10% Committee to <br />look at major projects. Fahey suggested that perhaps <br />every organization will give up a little bit, but the <br />result will be that some big projects get accomplished. <br />Morelan pointed out that the expenditures made thus far <br />from the 10% Fund were for items that would not have <br />been accomplished otherwise. <br />Fahey stated that he was not questioning past <br />expenditures, but suggesting a little different focus. <br />The City Administrator reviewed the Gambling <br />Enforcement Fund, pointing out that this fund is <br />restricted by State Statute. The Administrator <br />suggested that once the pending lawsuit is resolved, <br />the City may be able to reduce the tax further or <br />eliminate it. It was pointed out that the tax can <br />always be reinstated if need be. <br />The Administrator reminded the Council that the Truth <br />In Taxation Hearing is scheduled for Thursday, November <br />30th at 7:30 P.M. The Administrator pointed out that <br />there will still be opportunity after that hearing to <br />reduce the budget even further. The Administrator <br />asked if the Council had any additional questions or <br />comments on the proposed 1996 Budget. The <br />Administrator also asked if the Council wanted to go <br />into the TNT Hearing with a proposed 3.5% net levy <br />increase, or 2.88%. <br />The consensus of the Council was to go into the hearing <br />proposing a 2.88% increase. Morelan pointed out that <br />the CPI for 1996 is 2.9%, therefore, he was comfortable <br />with 2.88%. However, if a lower increase can be <br />achieved, that would be all the better. <br />Scalze asked if another budget workshop was planned. <br />The Administrator suggested that the Capital <br />Improvement Budget be reviewed at another workshop. <br />The Council will also need to review the 10% <br />Committee's recommendations. Review of the General <br />Fund can also occur at that workshop. There was no <br />decision made at this point as to date and time for the <br />next workshop. <br />10 <br />
