MINUTES <br />CITY COUNCIL <br />NOVEPiBER 8, 1995 <br />Pedersen did not believe any of the items which were <br />funded were frivolous. <br />Fahey suggested that it is a policy question of whether <br />or not to allocate a portion of the fund to a specific <br />long-term project. Fahey suggested that the 10% <br />Committee make a recommendation on this. <br />Pedersen pointed out that it is not the charge of the <br />10% Committee to set policy. The Committee's charge is <br />to prioritize competing project requests. <br />Morelan pointed out that when the 10% Funding <br />Guidelines were drafted, one of the issues was the <br />future of the fund. The City did not want to rely on <br />the fund to offset ongoing expenses that the City would <br />then have to levy for if the fund dried up. Morelan <br />stated that he thought the system developed has been <br />working well, and there is no reason to move from the <br />policy until such time as projects are not there and <br />the City is looking at things to just spend money on. <br />Fahey suqgested that if there is a request to construct <br />another basketball court in Pioneer because of the <br />demand, and there are monies in the 10% Fund to <br />undertake the project, the court should be built. <br />Fahey suggested that the Capital Improvement Budget <br />would be another source of funding for a project like <br />this. <br />It was pointed out that l0o Funds differ from Capital <br />Improvement Funds in that 10% Funds are for projects <br />the City would not be likely to do if these funds were <br />not available. Pedersen pointed out that the Capital <br />Improvement Fund is for things the City must have, <br />while the 10% Fund is for things the City could live <br />without. <br />Fahey commented that this is the problem he has. What <br />is there that is discretionary? Fahey stated that he <br />can think of things he would like the City to <br />accomplish, versus things that are discretionary. <br />Scalze commented that items funded with l0% Funds <br />should be those that the City feels strongly about, <br />therefore, would fund through taxation. <br />LaValle agreed that Fahey's suggestion about using 50% <br />of 10% Funds for the EDA was a good idea. LaValle <br />suggested that the 10% Committee take the Mayor's other <br />comments under advisement. <br />9 <br />
