MINUTES <br />CITY COUNCIL <br />NOVB~IBER 8, 1495 <br />Fahey was concerned with approving automatic increases. <br />Fahey pointed out that in the past the formulas have <br />been laid out and funding increases requested based on <br />the formula and level of benefits beinq paid in other <br />cities. Fahey stated that he did not want to short- <br />change either the Fire Department or the City. Fahey <br />stated that he would not be troubled with a request to <br />the benefit level next year if the request could be <br />justified based on what is paid in surrounding cities. <br />However, Fahey indicated that the recommendation of the <br />Administrator is a reasonable approach as well. That <br />recommendation keeps funding steady and provides for <br />two modest increases in 1997 and 1999. <br />Morelan asked if the recommendation was proposed to be <br />a firm commitment on the part of the City or a plan for <br />the next 4 to 6 years. <br />The Administrator replied that his intent was a <br />concrete proposal that would resolve the issue of the <br />City's constantly revisiting the matter. <br />Fahey stated that he assumed there had been <br />considerable discussion between the Fire Department and <br />City Administrator on this matter. Since the proposal <br />is for less than what the Fire Department would like <br />and more than what the City would like, on balance it <br />is probably fair. <br />Fahey asked if there were any questions or concerns on <br />the part of any Council Members. There were not, <br />therefore, Fahey indicated that he assumed the <br />recommendation was acceptable. If that assumption is <br />incorrect, Fahey asked that the matter be discussed now <br />while there are members of the Fire Department present. <br />The City Administrator indicated that he would leave <br />the $18,000 contribution in the 1996 Budget. The <br />matter will be brought back for formal approval by the <br />Council at a later date. <br />Council next reviewed the 201 Fund. Scalze stated that <br />she would like to know the total number of <br />registrations for each individual sport. Scalze <br />pointed out that a couple of years ago the Council <br />received all that information on a spreadsheet. <br />Jim Morelan, Park & Recreation Director, replied that <br />he would provide the Council with information on number <br />of participants per activity. The Director submitted <br />to the Council an anticipated fee schedule for 1996. <br />5 <br />
