MINUTES <br />CITY COUNCIL <br />NOVII'4BER 22, 1995 <br />next five years. Pedersen suggested a$500 increase, <br />and revisit the liquor license fee annually. <br />Fahey felt that establishing a schedule of increases <br />over the next few years would give some certainty to <br />the bar owners. Fahey suqgested a$250 increase for <br />1996, $250 for 1997, and no increase in 1998 or 1996. <br />LaValle recommenced $250 in 1996, no increase in 1997, <br />$250 in 1998 and no increase in 1999 with the issue <br />revisited in the year 2000. <br />Vitale asked what the administrative cost is associated <br />with an on-sale liquor license. Morelan responded that <br />police calls for liquor establishments are typically <br />higher than other businesses. <br />LaValle stated that he would be interested in knowing <br />the number of police calls to a gas station versus a <br />liquor establishment. <br />Scalze pointed out that liquor generates more societal <br />costs and pointed out that there are police calls which <br />are not directly related to liquor establishments. <br />Fahey stated that the number of police calls to a <br />liquor business is one rational for the license fee. <br />Another is that it is a sin tax. Fahey pointed out <br />that with the increase proposed, the City will still <br />have one of the lowest license fees. Fahey felt the <br />proposal was a reasonable compromise. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-11-270 - INCREASING THE CITY'S ON- <br />SALE INTOXICATING LIQUOR LICENSE FEE AS FOLLOWS: <br />1996 - $250 INCREASE~ <br />1997 - $0 INCREASE; <br />1998 - $250 INCREASE; <br />1999 - $0 INCREASE <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Scalze, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />Council discussed staff's recommendation to increase <br />the Wine License fee by $200 per year for the next two <br />years. Council reviewed the survey results which show <br />Little Canada's Wine License fee as being one of the <br />lowest of Ramsey County cities. <br />11 <br />
