MINUTES <br />CITY COUNCIL <br />NOVEHSBER 22, 1995 <br />NOVEMBER 20~ 1995 AND AS RECOMMENDED BY THE CITY <br />ATTORNEY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Fahey, Scalze, Pedersen. <br />Nays (O). Resolution declared adopted. <br />1996 BUDGET The City Administrator reviewed his memo dated November <br />ADNSTMENT5 17, 1995 outlining additional adjustments to the 1996 <br />Budget. Based on the actions taken regarding liquor <br />license fees, that amount should be adjusted to $1,100 <br />in additional revenue for 1996. The increase in <br />amusement device license fees will result in an <br />additional $675. <br />Scalze reported that she has had a couple of calls <br />regarding the additional of a full-time Parks & <br />Recreation employee. Scalze stated that typically the <br />City has used a part-time capacity at almost full-time <br />before making the position full-time. Scalze stated <br />that she would like to try the position at half-time <br />before jumping into full-time. <br />The City Administrator suggested that the Council can <br />revisit this issue, pointing out that there will be one <br />more workshop before the 1996 Budget is adopted. The <br />Administrator noted that the Parks & Recreation <br />Director is not here this evening to provide his input. <br />Morelan stated that he thought the Council discussed <br />and agreed that the Parks & Recreation position would <br />qo full-time beginning July, 1996. Morelan stated that <br />he was not interested in discussing the issue again. <br />Morelan noted that the current staff is putting in a <br />considerable amount of time, and making the position <br />full-time would help to retain a valuable employee. <br />Fahey stated that he would like to see exact hours <br />worked by the Parks & Recreation personnel for this <br />year. If the position is currently at quarter-time, <br />Fahey agreed making it full-time might be a leap. <br />Fahey noted the discuss to eliminate one of the <br />quarter-time positions beginning July and replacing the <br />two quarter-time positions with one full-time. <br />The City Administrator reported that the hours worked <br />by the two assistants is somewhat more than quarter- <br />time. However, salaries are a flat rate, based on <br />quarter-time. <br />20 <br />
