MINUTES <br />CITY COUNCIL <br />NOVE[4BII2 22, 1995 <br />Scalze agreed that the Administrator excels in the area <br />of fiscal and business management. <br />The next area rated was "Program Development and <br />Follow-Through". Fahey commented that on-going <br />programs operate well. Morelan gave the Administrator <br />an "E" rating. He commended the Administrator for the <br />City survey which did an excellent job of evaluating <br />the public's perception of the City's <br />services/programs. The City staff received high marks <br />across-the-board. Morelan felt the recommendation to <br />move the Administrative Assistant to full-time status <br />will maximize an invaluable resource. <br />The Administrator stated that he had hoped to have the <br />City's "Info Line" further along at this point. He <br />also commented that the fire inspection program lagged, <br />but was now running well. <br />Council evaluated "Relationship with Mayor/Council" <br />next. Fahey commented that he has experienced less <br />ease in getting in touch with the City Administrator. <br />The Administrator stated that the Receptionist makes a <br />special effort to put the Mayor or Council Member <br />calling through to him. However, agreed that he has <br />been tied up in numerous meetings which some times <br />makes accessibility difficult. The Administrator <br />suggested that perhaps he and the Mayor should meet <br />regularly before each Council meeting. <br />Morelan rated the Administrator at an "E" in this <br />category, stating that the Administrator's relationship <br />with the Council is very open and one of mutual <br />respect. The Administrator's willingness to recommend <br />policies that may not meet with Council approval is <br />evidence of this. Morelan commended the Administrator <br />for his "Information Updates". He suggested that an <br />area for improvement would be that agenda packets are <br />not always on time and complete. However, significant <br />progress has been made in this area over the past year. <br />LaValle stated that he rated the Administrator at an <br />"E" in all categories. LaValle pointed out the <br />excellent Budget document which is put together, as <br />well as the recent Fire Relief benefit policy which the <br />Council adopted. <br />Next reviewed was "Long Range Planning". Morelan gave <br />an "M+~~ rating. Morelan commented that a formal plan <br />for initiating customer feedback should be adopted. <br />The City survey was a good start at long-range <br />5 <br />
