MINUTES <br />CITY COUNCIL <br />NOVII~iBER 22, 1995 <br />together the information unless directed by the <br />majority of the Council not to. <br />Fahey suggested that if an individual Council Member is <br />looking for information to support his or her position <br />on an issue, he would want that information provided. <br />The Administrator reported that most of the information <br />requests do not take a lot of time to complete. The <br />Administrator agreed that if certain information is <br />helpful to a Council Member in making a decision, that <br />information should be provided. The Administrator <br />suggested that if he had a problem responding to a <br />request or a problem with requests being made by an <br />individual Council Member, he would discuss the <br />situation with the Mayor. <br />In referring to the appraisal forms being used this <br />evening, Morelan stated that he rated the City <br />Administrator in the category of Organizational <br />Management at an "E", Exceeds Expectations. Morelan <br />felt the Administrator did a good job with the limited <br />resources at his disposal. Morelan pointed out the <br />recent resignations of Public Works Superintendent and <br />Cable TV Producer as areas of opportunity and <br />challenge. Morelan felt the Administrator has done a <br />good job recruiting the Code Enforcement Intern and <br />Fire Marshal, and was successful in retaining the <br />Recreation Program Coordinator. Adoption of the City's <br />Personnel Policy reflects his ability to motivate <br />employees. <br />Fahey asked what process is used for encouraging <br />improvement in department heads. <br />The Administrator replied that goals are set as part of <br />each performance review. These goals have measurable <br />standards to the extent possible. <br />The next area rated was that of "Fiscal/Business <br />Management". Fahey stated that there is no doubt that <br />the Administrator does an outstanding job in this area. <br />Morelan agreed with an "E" rating. Morelan commented <br />favorably on the Budget document and the revised Street <br />Assessment Policy. Morelan commended the Administrator <br />on improved maintenance of City-owned property. <br />Morelan suggested that the renovation project for the <br />old fire station needs to be accelerated. <br />The City Administrator agreed that the old fire station <br />project needed to move more quickly, pointing out that <br />grant monies must be spent before the next grant cycle. <br />4 <br />
