MINUTES <br />CITY COUNCIL <br />DECII~'IBER 6, 1995 <br />see. <br />Fahey suggested retail may be acceptable for the Guerin <br />property or a comprehensive redevelopment plan for the <br />entire corner may be necessary. Fahey suggested that <br />rezoning the area to PUD would allow the City to <br />channel development proposals toward what is <br />acceptable. <br />Gene Fasciana pointed out that a property owners may <br />have been paying property taxes on a parcel zoned B-3 <br />for a number of year. Fasciana questioned the City's <br />rezoning the property against the wishes of that <br />property owner. <br />Morelan replied that the intent would not be to devalue <br />the property, but rather increase its value. <br />Fahey pointed out that the City has two major <br />redevelopment proposals going now. It would be better <br />to focus on those proposals, than to assemble the <br />Guerin and Budget Power parcels and do an RFP given the <br />relocation costs that would be involved. The money <br />spent in relocation costs would be better spent <br />assisting development. Fahey felt, however, that it <br />should be clear that a gas station/convenience store is <br />not an acceptable use of the Guerin site. <br />Scalze pointed out that even if the property is rezoned <br />to PUD, it would be with B-3 base zoning. Scalze felt <br />that would be an enhancement to the property. <br />Morelan suggested that the rezoning may take away some <br />flexibility, but no value. <br />Fahey felt the PUD zoning would give added flexibility <br />since the City can depart from some of the B-3 <br />standards under a PUD. Fahey stated that the City is <br />interested in assisting anyone who want to develop <br />their property, and will work with property owners when <br />they come forward. <br />Pat Vitale pointed out that the Venetian Inn may want <br />to redevelop on their present site. Vitale pointed out <br />that this would be a deviation from the Development <br />Guide, and questioned what good the Guide is. <br />Morelan pointed out that properties will have to be <br />assembled in order for the vision of the Development <br />Guide to be carried out. <br />9 <br />
