MINUTES <br />CITY COiJNCIL <br />DECII~~IBER 6, 1995 <br />owners and projects, it can work on those commitments. <br />Initially, the Council thought the RFP process would be <br />the way to go. Fahey indicated, however, that at this <br />point he was content to let the Guerin and Budget Power <br />properties sit. Fahey suggested that perhaps someone <br />else could negotiate a better deal with these property <br />owners than the City. <br />Fifield suggested that the best thing would be for the <br />City to create enough momentum so that developers will <br />come to the City with proposals that will fit within <br />the Development Guide. <br />Morelan asked how much authority will the Development <br />Guide and ordinance changes give the City to ensure <br />that it gets the type of development it wants. <br />Fifield pointed out that redevelopment is more <br />difficult and costly. The City will have to provide <br />enough economic support to level the playing field. <br />The City has a role in the redevelopment process, and <br />that role gives the City control. <br />Morelan asked what would prevent Mr. Guerin from coming <br />in with a proposal ~hat fits the zoning criteria, but <br />may not fit what the City is looking for as outlined in <br />the Development Guide. <br />Fahey pointed out that the City could then say it does <br />not like the proposal, and the City could acquire the <br />property. <br />The City Planner pointed out that it is the City's <br />zoning authority which gives it control. The property <br />could be rezoned to PUD which would allow the City to <br />evaluate development as part of the Comp Plan and <br />Architectural Guidelines. <br />Fahey suggested that the process to rezone the <br />redevelopment area to PUD be started. <br />Joe Vitale felt the City was attempting to take away <br />all the property owners rights. <br />Fahey noted that property owners do not have vested <br />rights to develop property except subject to zoning. <br />Vitale stated that the City does not want to see a fast <br />food restaurant in the area, nor a gas <br />station/convenience store. Vitale asked what the next <br />type of development is that the City does not want to <br />8 <br />
