MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 1995 <br />expectations in terms of the kinds of programs and <br />services which the City has been offering. <br />Scalze suggested that the City could add more staff, <br />but she was not sure that registration numbers would <br />increase. Scalze also pointed out that the City's <br />recreation program does a lot of things that other <br />cities do not do. Most other cities have recreation <br />associations which govern themselves. Little Canada <br />has been providing services which parents and <br />volunteers could be doing, and the taxpayers are <br />picking up the cost. <br />The Director reported that Maplewood has a baseball <br />association, but other programs are run by the city. <br />Roseville does have many associations. <br />Morelan felt Little Canada's lack of associations was <br />due to the small town atmosphere. Morelan stated that <br />it was difficult to get a nucleus of interested parents <br />in one particular sport. Morelan felt that <br />volunteerism was alive and well in Little Canada, <br />pointing out the efforts of the Little Canada <br />Recreation Association. The LCRA deal with all sports, <br />rather'than having several different specialized <br />organizations. <br />Scalze pointed out that LCRA is primarily a fund- <br />raising organization and does not run leagues within <br />the City. Scalze pointed out that there are Little <br />Canada parents involved in Roseville associations. <br />Scalze stated that she feels the City has met the <br />expectations that it can, and felt that perhaps too <br />many expectations were being placed on the Parks & <br />Recreation Department. <br />Fahey asked if the City does not expand its programs, <br />if it can meet its needs with the staff as exists <br />today. <br />The Director pointed out that one of the assistants has <br />indicated that he will be leaving at the end of 1996. <br />The other may be actively seeking a full-time position. <br />That employee works for the City of Maple Grove as well <br />as Little Canada, and Maple Grove may have a full-time <br />position available in the very near future. <br />Fahey suggested that hiring one person who coulci work <br />between 10 and 30 hours per week may be the answer to <br />replacing both part-time assistants. Fahey felt that <br />the assistants should be paid on an hourly basis as <br />10 <br />
