Fahey stated that he <br />did not feel there was a good track record to justify <br />hiring a full-time assistant at this time. Fahey was <br />not convinced that a change was appropriate at this <br />point. Fahey stated that he would not like to lose <br />either Jack Fitzgerald or Michelle DeBace. If the <br />needs of the City are being met under the existing <br />arrangement, Fahey felt that arrangement should be <br />continued. Fahey noted that the community survey shows <br />that the citizens of Little Canada are pleased with the <br />program. <br />The Director stated that he was of the understanding <br />that efforts should be made to expand programming. <br />Great strides have been made in the area of adult <br />programming, but there are still things which could be <br />done. <br />LaValle suggested that if both assistants leave their <br />positions, one part-time employee should be hired at 10 <br />to 30 hours per week to replace the two part-time <br />positions. <br />Fahey suggested that it is not fair to the Director to <br />lay out certain expectations and then not give him the <br />staff to accomplish those expectations. However, if <br />the citizens are happy with the status quo, and the <br />Council makes the policy decision not to expand <br />programming, then a full-time position should not be <br />added. Fahey stated that he would feel more <br />comfortable with more accurate information on time <br />worked by the assistants. <br />Scalze'stated that in reviewing the Department's goals <br />she feels most have been met. Scalze also noted that <br />the citizens appear to be pleased with the recreation <br />program. <br />Fahey noted that week in and week out the City cannot <br />expect the Director to average 50 hours per week. <br />However, he would feel more comfortable with additional <br />information in terms of actual hours worked. Fahey <br />suggested that if one of the assistants leaves within <br />the next few months, and the other is planning to leave <br />at the end of the year, the City plan to replace these <br />employees at their part-time status allowing for <br />transition time. <br />Pedersen pointed out that four years ago, the Director <br />position was made full-time. Pedersen also stated that <br />the Little Canada recreation program cannot be all <br />11 <br />
